The Community Development Department provides planning, code enforcement, building and safety, and receptionist functions for the City and is organized into two divisions: Planning and Building & Safety.

The Planning Division of the Community Development Department is primarily responsible for ensuring the implementation of the goals and strategies of the General Plan, which serves as a comprehensive strategy for the management of future growth and change within the community. In addition, this division monitors and responds to development in neighboring jurisdictions and ensures planning and environmental compliance with regional authorities and State Law.

The Building/Safety Division is responsible for the review of building plans, issuance of permits, public counter services, continuous progress inspections, complaint investigations, and code compliance.

Provide effective guidance and coordination for all land planning and development activities throughout the City and implement the regulations and policies of the City in a manner that will ensure a safe and healthy environment that is not only free of blight but also promotes a high quality of life as a goal.

The Department is committed to fulfilling this mission by providing the highest level of professional service to the City Council and general public; by working to improve cooperative relationships with other City departments and public agencies; by fairly and consistently implementing City policies and regulations in the processing of development proposals; and by creating innovative, efficient solutions to community issues.

Counter Hours:
1:00 p.m. - 5:30 p.m., Monday to Thursday
1:00 p.m. - 5:00 p.m., Friday

Construction Hours:
7:00 a.m. - 8:00 p.m., Monday to Friday
8:00 a.m. - 8:00 p.m., Saturday
No construction allowed on Sundays or Federal holidays.
