Donald J. White, Assistant City Manager

The Administrative Services Department/Division consists of eight functional areas: Finance, Personnel, Risk Management, Economic Development, Public Information, Civic Center Management, Legislative Advocacy, and Franchise Administration. The Franchise Administration function administers the City's franchise agreements for cable services, electric, and natural gas utilities.

Mission Statement:
Organize, finance, and support the operations of the City by protecting the City's assets and fiscal integrity; attracting, retaining, and equipping highly qualified individuals who are capable of delivering a high level of service in a streamlined organization; and safeguarding the public's interest in the absence of effective competition.
